外国人は日本から出国してしまうと、その外国人は日本とは関係がないことになりますので、出国前に与えられていた在留資格は出国と同時に消滅してしまいます。外国人カードも返還しなければなりません。
「日本での滞在の目的が果たせたので、本国などに帰る」という場合は問題はないでしょう。
しかし、外国人が日本に滞在している間に仕事で海外に商談に行く、親族に会うために本国に帰る、他国に旅行に行くといった場合には日本に戻ってからも出国前と同じ在留資格で滞在することを望むでしょう。
入国の際にまた在留資格認定証明書をもらって、領事館にビザの申請をして…と数か月かかる手続きをするのは効率的ではありませんし、なにしろ出国前と同じ在留資格が許可されるという保障はありません。
そこで出国前に「再入国許可」を取得しておけば、同じ在留資格で再び日本に入国するときには査証（ビザ）を必要とせずに再入国ができ、また出国前の在留資格と在留期間が継続することができます。
また永住、帰化許可申請では「継続して在留すること」が条件の一つになっていますので、再入国許可をもらわずに出入国をしている場合は継続した在留とはなりませんので、将来に永住許可申請などを考えている外国人の方には、必ず再入国許可をもらってから出国することを強くお薦めいたします。
再入国許可の有効期間は最大３年ですが、在留期間が３年に満たない場合はその在留期限までになります。
